I have no news re: the halogen bulbs in the 9-5, but I know for sure that upgrading to 100W(hi)/85W(lo) bulbs works fine in 9000's. I think these were H4 bulbs, can't recall. No problems with fuses or wiring.
The load that the circuit can handle can be ballparked via a simple calculation: watts = amps * volts. So 100W * 2 bulbs = 200W. Dividing 200 watts by 12 volts gives 16.7 amps. What kind of fuse is on that circuit now, and are any other loads on it?
We have two 9000's, did the upgrade years ago on the advice of a non-dealer Saab specialist who reported that many, many customers have done it due to lousy Saab 9000 headlights. He assured me that the factory is not going to install a fuse that exceeds the capability of the wiring harness and, to the contrary, would err one or more fuse sizes in the safe direction.
The swap made things a bit brighter but didn't fix the bad lighting. It just gave us brighter bad lighting ;-) The best deal I found on bulbs, by far, was via JC Whitney but this was several years ago, don't know what the cost is now. At the time, it was about $9/bulb but, as I said, I think that was for H4s.
