I would have had SOME documentation of the accident. You're probably SOL now but who knows. At least get him/her for the buffing costs.
I used to work in auto-body. There is probably some damage behind the bumper cover. Possibly the little struts that keep the bumper behind it could be damaged or just the foam padding that keeps the bumper formed could be damaged. Also, sometimes an exhaust issue may creep up a couple of days after getting rear ended.
My story; I was rear-ended by a kid in a Nissan. His front was pretty bashed but I just had a couple of scratches from his license plate screws. He was scared and I let him go. When I got out of the car later I noticed that the exhaust was a little loud. It turns out that the flex pipe took some of the hit and had to be replaced. Luckily, I got the flex pipe at a good price and it is easy to replace.
