Turbo Pwr Differences

Is there any power or torque differences in the '99 Turbo unit (2.3 4cyl) vs. the 2002 version? I just had mine replaced (48K on wty), along with the head gasket for smoking (blue) on start up. This was intermittent, but could be confirmed. The dealer said the '02 turbo was about 15-20 bhp stronger than the '99. I think he's confused. My guess is most of the power probably comes from the software upgrades. Driving it doesn't feel any stronger than it did before I took it in. Unless the wastegate opens too soon, I see no difference. The smoking has stopped as well as the exhaust/burning smell that would creep into the cabin. Any thoughts?
