Are you installing the infants seat forward facing or rearward facing.
If rearward facing, the infant seats I have specifically state not to use the tether anchor strap. It clearly shows that the tether strap clips onto the back of the infant seat and it is not to be used. The seats we bought meet all safety standards and are less than 1 year old. So the information is current.
With regards to securing it to the frame of the front seat......why would you attach it to something moveable? Does the instruction manual for the infant seat advise to do this? I doubt it.
If it is front facing (i.e. your child's doctor has advised you that your child has enough strength to control his/her head), then the tether strap anchors are indeed located underneath the carpet behind the rear seat on the cargo floor. The carpet has a small flap that folds back to reveal the D-Ring anchors which are very stiff to unfold. I had to pry it open so that I could clip on the tether strap from the back of the infant/toddler seat.
Learn how to do it right and don't trust your child's safety to anyone but yourself. If in doubt, visit a local fire department and ask them for advise. In Canada they are more than happy to help ensure infant seats are installed properly.
