I agree that the shims are a bandaid. On my car the dealer tried them and they didn't help. Let them do the shocks and springs and then recheck the camber. If it is still out, you likely need the rear subframe (or rear axle depending on who you talk to, but it is the same part) replaced as this part can deform.
I had the same problem on my 03 Aero wagon. Is yours an Aero? How many miles? What kind of loading conditions due you subject the car to? Long loaded trips? Constantly full trunk? etc?
