To be honest, the 5 Series has never impressed me (I couldn't fit into the last generation and find the current one ugly). Plus, even many BMW drivers I've talked to aren't impressed by it as a driver's car (besides the M5). That said, I think that the only areas the 9-5 has over the 5 Series is in engine power and seat confort. The 5 series is underpowered (at the low end), plus I think that BMW shifters suck, with only fair clutch travel.
That said, Saab's strong attribute is it's eurpoean feel. The refinment is lacking for a car in it's price range, which incliudes control of road and wind noise.
The new Jetta GLI (and GTI) is a nice car. A used, 2006 example can be had for $19,000-22,000. In my opinion, the 9-5 only wins in rear seat room and front seat comfort while loosing everywhere else (crash performance in Saab's favor, but close based on what I've read).
So far, the 9-5 Aero seems to be the car to beat in the $13,000-$18,000 range. At 20K, the competition gets a lot tougher and really removing itself from serious consideration (IMHO).
