That hose is not for oil to travel down to PCV box but for venting.
It's an intricate system where flow of air/vacuum is going in different direction depending on under load or deceleration.
So when the hoses are hooked up to the filler pipe and I blow in the end that's attached the pipe coming around the valve cover, the air is diverted to the filler pipe and the lower check valve closes.
If I apply suction in that same hose end, the check valve to filler pipe closes and the lower one open allowing some air to vent out of PCV box.
