As to your mileage,I think 17.7 is on the low side for a 2.3 lpt,unless you are on the boost a lot.You mention that your turbo is now working properly, so maybe you are indulging in the boost in a way that would bring your mileage to the low end of the average.
As to gas and winter, if you live in an area that uses winter blend gas,which means a good portion of the US, the winter formulations typically knock 2 MPG off of your normal rate,so unfortunately, the cold dense winter air that contains more O-2 cannot offset this. cold winter air does more for airplanes than for cars.It sounds like yuor mileage is on the low side, but I would be interested in what your highway mileage is on level ground at legal speeds when you reset the SID fule computer and let it then update for about two minutes or so to allow the readings to integrate the fuel flow data. My experience with a five speed under these conditions is about 35 MPG,and I would expect an automatic to be about 1-2 MPG less.
One last thing to consider is wind resistance. Doing this test into a strong headwind will knock some mileage off, and conversely, a tailwind will add some. Most auto road tests are usually done be taking a two way average to cancel this out.
If you still come up with high teens or low twenties,I think you have a problem,but presenting this test data to your dealer will help him out in seeing how you are observing the mileage.
