You mentioned that you do a lot of city driving. If these are short trips and the engine is warming up you certainly will use more gas. The gas consumption will increase under these conditions as the ambient temperature decreases. If you do any highway driving, clear the SID as you are driving and see what the MPG is then. At 60 MPH mine is 30 or above after the car is warmed up. Winter formulation gas will also decrease gas mileage.
