windshield distortion grainy wavy appearance

Recently we bought a used 2005 95 Arc, and a couple of weeks later my son pointed out how distorted the windshield was. Indeed, it has a sub-millimeter scale waviness or grainy-ness to it, almost a pebbly appearance, especially noticeable in bright light.
At first I thought the detail guys got wild with Rain-X (truly nasty stuff) or Armor-all. So worked on both surfaces with solvents and Soft Scrub, the prescribed removal tools for Rain-X. Zero change. I conclude that something went wrong in the windshield manufacture, probably in the safety layer. It is an OEM windshield.
Has anyone else seen this?
A warning - if you suddenly do notice it, you'll be ruined and it will be all that you see.
