It's one of those great bureaucratic paradoxes: Canada is bi-lingual, Québec is mono-lingual (French) ...
Anyway, what you say about "everyone speaks English as well as French" is *almost* correct if we're talking about Montreal. For Québec City, however, as well as remoter areas of the region it does not really hold true. For the province of Québec as a whole I think it would be fair to say that approx. 1/3 speak English as well as (or - in some cases - better than) French, 1/3 speak English - but clearly it's a foreign language to them - and 1/3 only speak French.
For a European like me (being used to the French of France and Belgium) there's also the irony in the lingistic situation in Québec that I find the French of the "working classes" very difficult to understand - and they're generally the ones who can't speak English. The doctors and the lawyers, on the other hand, I can understand quite easily - but they speak English anyway ...
But it's also true that when it comes to their language policy the Québecois tend to be more French than the French; in Québec the STOP signs read ARRÊT - in France they read ... STOP ...
