I had a 2000 9-5 Aero that I accumulated 280K miles on and.....
The rubber seals at the end of the emergency brake cable at both rear wheels fractured twice. Water gets into the line and freezes....and then the hand brake won't release. The second occurrence was precipitated by a deer that I ran over; the first was wear and tear.
Saab does not have an exclusive on this malady; many marquees suffer similarly.
CHEAP SOLUTION: Don't use the hand brake in below-freezing weather. If you do, be prepared to lay under the car in the snow and ice to move the drum brake actuating lever towards the rear of the car. If you're on a hill and the car rolls back this will definitely spoil your day, or at least mess up your clothes.
CLASS SOLUTION: BEFORE COLD WEATHER SETS IN......Inspect the rubber bushings at the end of the emergency brake cables; replace cable assembly as required. Logically, Saab does not sell the $1.00 rubber bushings separately. The assembly costs $75.00.....plus one hour of labor unless you DIY.
