Just adjusted my parking brake. (Who's idea was it to make you remove the rotor to get to the adjuster (2000 Aero 9-5)? Must have been some GM guy.
I also had problems with the parking brake sticking in the wet winter. Didn't like not having a parking brake. My fix (won't know if it really works until later) was to put a section from a bicycle tube (700 X 18c) over the cable ends. The end towards the front went over the plastic end on main cable . I pulled the main cable back streached the tube over and re-inserted into the keeper. (One the first I used a clamp, I like my second solution better) On the brake end I used a small clamp. Requires removing the spring, so you can remove the cable end to put the 8 inch or so long tube on. I used an old tube, new shold be less than $5.
