Well, I'd evaluate the car on condition. Is it reasonable to spend $300 to drop the sump to check just one possible failure point on a $4000 car? Up to you.
Anyways, Does the oil light go out promptly? Engine doesn't make any strange noises? Good records of regular oil changes with synthetic oil? Runs well and doesn't blow smoke? PCV system already updated? Maybe ante up $15 for a new valve cover gasket and pop the cam cover to see if there's anything obviously bad. If it looked OK to all of those checks, I might buy it then drop the sump at my leisure; then take whatever corrective cleanup measures seem necessary. I WOULD drop the sump eventually for my own peace of mind.
It doesn't seem likely to me that the top end (cam cover) would be super clean and the bottom end clogged with sludge.
There HAVE been people report that they had a sludge death on the way home with a newly purchased vehicle. I have to think that there must have been some warning signs that existed at the time of purchase but were missed during inspection.
