If you find a CPO'd 9-5 that meets your criteria, great. It extends the factory warranty and has great coverage. From my experience at a Saab dealer (albeit several years ago), all used cars are thoroughly inspected. Only the best ones that don't require much reconditioning are certified, though sometimes really nice cars aren't certified if the dealer already has a thin margin on the car.
Still, I wouldn't rule out a particular car just because it is not certified, particularly if it is from a private seller. The 9-5s, especially the newer ones, are generally quite reliable. You'll read a lot of extreme situations on this board, but most people have had relatively trouble-free ownership. The riskiest and perhaps most difficult problem to understand is sludge on the earlier four cylinder engines. An '05 should have no such problem as long as you keep the oil changed frequently with fully synthetic.
