WHEEL ALIGNMENT QUESTIONS

Can anyone explain to me what does a wheel alignment mean?
Can faulty or bad front end/suspension parts cause wheel alignment problems? Possibly faulty struts? bushings? links?
Can a wheel shimmy affect or a feeling that the car is falling apart driving over bumps indicate that there is a front end suspension problem? and thus be indicated by having an wheel alignment problem where the outer side of one tire is balding?
If not taken care of properly, can this become a safety issue?
