I grasp one of the "loops" with small vise grips, insert one end and tap it home, then worry the other end into place so it self holds, release the vise grips and tap the other end home.

Replacing pads on Ms. Jessica's Oldsmobile Intrigue - the pads are retained by stainless steel shim springs pressed onto the caliper frame. Far, far easier than the brakes Saab uses. Also, around the pins, the gap between the caliper frame and the floating piston assembly is sealed with rubber bellows, not left open as Saab does - pins are completely clean when you open it up. Seems to me Saab isn't using the best there is in the GM parts bin.
