Yes, when the CPS sends a bad signal the car will crank and crank but not start until it cools off. The signal from the CPS is what grounds the fuel pump relay to activate the pump.
I paid $212 for a new CPS to be installed in my '01 V6 by an independent Saab shop. I think the part is about $70, plus labor. You may be looking at 4-cyl costs, as it's easier to access on the 4-cyl than the V6 so it takes less time.
