I have read your post several times but cannot make sense of it.
The EVAP purge valve does not send any signals anywhere. It receives full power on one wire from fuse 7 and a pulsing ground signal on the other from Trionic, opening and closing the valve rapidly.
You can use the Tech 2 to manually open and close the EVAP purge valve and you can also use it to run a simulated EVAP integrity test while engine is running, but running that test requires certain criteria to be met so he needs to know that.
I would smoke test the EVAP system to make sure it is not a small leak somewhere which is what the fault code indicates.
