Can't skid my tires

2001 lpt 80000 miles
Had all pads rotors changed recently. Brakes pedal felt soft. Had to push all the way down to come to a stop coming out of the driveway and then a rolling stop. Gets better as I continue to drive it. Some improvement after changing to OEM pads instead of aftermarket. Took it to an Indy for 2nd opinion could not find anything wrong with it. Can't get it to stop on a dime or skid even when going at relatively slow speeds ~30mph no matter how hard or quickly I apply the brakes.
Any thoughts?
Will a master cylinder problem cause the brake pedal to feel stiff like a rock or feel mushy (mine is the latter)?
