I never use a tension gauge tool but when everything is lined up and looks good, I hook up the air mass meter and start the engine and look at the two tension marks that they are lined up and if not, I fine adjust tensioner until it looks good.
I prefer to have the marks slightly on the tight side so that when the belt wears into the sprockets, the tension moves into its preferred range.
