Cabin fan weak--low current across fuse 22?

My car is a 2002 9-5 Aero, and the cabin fan has seemed weak for a while. The cabin filter is new, the blower motor is new. Self-test on the ACC unit reports 0.
I put an ammeter across fuse 22 and with high fan speed selected, I'm only seeing 9 amps being drawn. This seems very low for a circuit protected with a 40-amp fuse.
Could this be a failure of the fan controller or the ACC unit? Or does it mean nothing?
I'm not seeing any other ACC issues other than the weak airflow.
