Just to follow up to my own post. :)
I replaced the fan controller, and I now have full airflow again. My ammeter only reads to 15 amps, and running the cabin fan on full speed pegs the scale, so I'm confident my issue has been solved.
I hadn't seen this particular failure symptom in the archives, so hopefully this will help someone in the future.
