ATF temps and efficiency...

I have been monitoring ATF temps recently on my car though Open SID. Today it was about 15 degrees celcius and I was quite surprised how long it took for the tranny to fully come up to temp. In fact, in highway driving I doubt it will ever come up to temp in cooler weather. This must have a detrimental effect on efficiency. After about 5 km on the highway I was still seeing temps wound 45 deg celcius. Only when I was driving city did the tranny pic up heat from the coolant and get close to 90 degrees. I wonder why they do not use a more effective means of warming up the tranny...??
