Is it really a good idea to drive around and blind other drivers with the halogen high beam as DRL?
One reason for the halogen is to be able to flash the high beam when the xenon lamps are off. The xenons take a while to start and are therefore useless for short flashes. This function is retained in the US model.
Another reason for the halogen is to complement the xenon high beam to produce a superior light. This function is not enabled on the US model due to US regulations.
