Eeuroparts.com is pretty reputable in my experience. I've had one defect and several returns (my error/overbuy) and all have been processed OK. Restock fees were not charged to me in the past. You should be entitled to a full refund, or at least replacement of the part with another one--which I guess you can sell on the bay since it sounds like you got another elsewhere. As a site sponsor let them know that your experiences are documented on this site as is their good name. If they get more than one complaint they might consider changing their supplier on these.
While it stinks that you had a bad experience, the rest of us can learn from this. The way they have the throttle body labeled "OE" but not "Genuine SAAB" is weird particularly since it's only 10% off the genuine list price which is currently $521.75 for 9188186. Eeuroparts sells a number of *truly* genuine SAAB parts (marked that way) for 10% off list, so I'd expect this "OE" to be less. There are a few other site sponsors that will give you a discount on genuine parts too.
I always check the list price on the genuine part and if they are close and there is any question about integrity, I go genuine. On cheaper things with a 50+% discount that are easy to R&R, like motor mounts, etc., it's much harder to make the case for genuine.
