ACC diagnostic Code 11, yes 11

Just got around to investigating what is going on with the A/C on this '04 95 Arc sedan.
Normal diagnostic process gets me 2 failure codes, 08 (which I understand) and 11 which I've never heard of. Anyone know what code 11 is?
Also, when I press both the econ and off switches together, the first time I get ACC Low Temp A/C CTLR, then next time I get ACC Normal A/C CTLR. And they alternate like that. What does this mean, and does this give me any opportunity I should know about to get the A/C system to blow colder air?
