To test the Evac Hose Purge Valve I listened to hear it clicking, and then pulled off the hose to see if there was vacuum. There was, and I found that the vacuum tasted a LOT like gasoline smells... This lead me to believe the part was working correctly.
To fix the idle issue I finally bit the bullet and bought a new throttle body. I put it on and immediately the idle problem was gone. I did this almost 2 weeks ago but wanted to be sure the problem was actually fixed, and that I wasn't just imagining things. :-)
Long story short, the throttle body fixed the problem but was very expensive.
I don't know if there is any way I can repair or rebuild the throttle body I took off the car but if not it seems like a huge waste since it looks great and has only ~85,000 miles on it....
