I just did a quick search back - maybe saabsince93b will chime in here, but I wonder if he is referring to the "after" effect. Ie with sagging suspension, using the lower perch (+ spacer) will leave you lower than stock (because things were sagging), using the upper perch (+spacer) will leave you about stock or a little higher... (all this for "typical" sag)...
I say this because JeffO's (jjj) spacers are much thicker than Taliaferro's and are meant to work with OEM (or any brand). Their thickness probably corresponds pretty well to the koni upper perch + 10mm. The relationship between ride height and spacer height is seemingly not 1:1. My own personal experience though involves other variables changing (I changed springs etc), so I can only comment on what I can measure: the height of the center of the bolt hole to the perch, which was the same for me for OEM and the lower perch on the konis. How much spacer you then add might be a little trial and error if you want some sort of perfection (which imho is really not necessary)...
