It's on the front/turbo side of the block above the oil filter housing about where the oil cooler lines connect. The reason it's there is that was where the oil filter mounted on those engines before they were turbo charged. Adding a turbo required moving the oil filter but they didn't want to redesign the block so they just capped off the oil filter mounting.
