As I pointed out before, the piston ring grooves can be worn and as the ring wears and moved out, and the groove wears some more, the surface that the ring sits on is not flat. A new ring will be supported on its edge further back in the groove. The pressure can crack the piston rings. New pistons and rings avoids that problem.

Also the problem of a wear ridge at the top of the cylinder bore that can damage rings. That needs to be removed. That problem is eliminated if the cylinders are bored/honed oversize. Note that new pistons may relocate the top compression ring higher or lower. The rings have moved higher over the years to improve combustion for emissions and efficiency.
