Wow. Took me a while figure out this had nothing to do with the fog light. I believe we are looking back from the front of the car, and the cylinder in the left of the picture is the catalytic converter (the second one) and the object on the right is the transmission. The hole you are referring to was used to mount a second torque arm from the subframe to the automatic transmission. The other torque arm is up by the raditor and remained in all the years. This torque arm in question was used on the 1999 and 2000 cars (I believe), but dropped from 2001 year. The mounting ear remained on the transmission, unused. Starting in 2002, SAAB introduced the 5-speed Asin-Warner transmission, and I don't think it ever had this mounting ear.
