My 2000 did not have the rear torque arm either. Usually the question pertains to the unused body mount for the rear torque arm as that exists in the body sheet metal and is easier to notice than the transmission mounting end for the abandoned rear torque arm.
You might be able to buy one and install it to see if there is any benefit to having it. Saab engineers decided the rear torque arm was redundant and removed it after only two model years.
