They may had a power pump to suck it out forcing it pass the fuel pump, and it would be very nice to pull up next to the victim car on the passenger side lay down on the ground and do it there unseen. I had this happen to me when I was down in Larado TX, but had returned to my car while the guy was under my vehicle and started it up, not knowing he was under there I heard a thump from him getting out from under the car befor I ran him over, I eyeballed him thinking wtf at the time. He was holding two wrenches in one hand and rubbing his head with the other. I had thought he was working on his van, it didn't click until later he was after my gas. Be thankfull they didn't just drill your tank having the gas spill out into a gas can.

There was a rash of cars in my area being hit by drilling the bottom of the tank while the car sat outside over night,.
