I pulled the airbag cover. The issue relates to the metal frame that travels and presses the horn switch in the clockspring. . . see http://photo.platonoff.com/Auto/20071020b.Saab_9-5_Steering_Wheel/20071020i.Fitted.jpg . It’s the frame tightened with the four bolts. One my wheel, the left side had less travel. I tried loosening and retightening all bolts, but there was still less travel on the left side. I backed the left two screws out a bit until the travel seemed uniform. After reassembly, the airbag cover is better centered and the travel is nearly uniform.

The horn might be better, but it’s not entirely fixed. Imagine 6 points, up, down, upper left, lower left, upper right, lower right. With the car off, when I press these 6 points on the air bag cover, I hear a clicking of a switch at all but the upper left. This was where my cover had the smallest range of travel and where the horn still doesn’t work much of the time. The horn works at the other 5 points (given my limited testing after reassembly).

What is behind this metal plate? I didn’t remove it because I couldn’t figure out how to remove the connectors going into the back of the airbag. Could it be that something isn’t seated correctly against the clockspring? Or behind this plate against the steering wheel itself?

While in there, I noticed some wiring that might not be right. In the picture, the black wires come around and in front of the rubber pad. The dealer pulled this all at some point when trying to fix the horn issue. I wonder if these wires are supposed to go behind the pad. Maybe it doesn’t matter, but you can see the rubber has rubbed one wire a little. It’s superficial for now.

Thanks all for you suggestions. A horn that works only sometimes can be troubling.
