When you say the cylinder won't turn to 'OFF' I am assuming you mean it won't turn to the 'LOCK' position which is at about the ten o'clock position. OFF is at the twelve o'clock position.
By not turning to full LOCK all accessories are still energized which is drawing down your battery. Weak batteries in these cars can cause all sorts of weird electronic gremlins to raise their ugly heads.
Remove the ignition cylinder and clean it by soaking it in a very light weight oil (some have even used diesel oil) then thoroughly exercising the cylinder to clean out whatever crud has it bound up. Don't use solvents which will dissolve any lubrication still in the cylinder!
Fully charge you battery and see if the problem is gone. Even if my suspicion is wrong you won't be out any money other than the cost for the light weight oil - and you will always be able to find a use for that in the future.
