Back in the day they used copper washers, like the ones on the oil drain plug. For whatever reason they switched to a steel washer with a rubber sealing ring inside. Upon first removal they "look fine", and if someone has a new fuel filter in hand but no new washers, he might be tempted...
Frank Freeman used to say that step 1 in changing the fuel filter was to remove the old one, and step 2 was to take the old washers and beat them against the pavement with the largest hammer you have. There, you are no longer tempted to reuse them. People failing to follow step 2 is perhaps why Swedecar is finding bit of rubber inside the fuel pressure regulator.
