RSI is a really old obsolete tire afaik. Are you looking at used tires? If so, make sure they are not more than 5-6 years old and have lots of tread depth! I would avoid buying used winter tires that are not "almost new". Tires are a safety item.
The Nokians are generally very good. I have been underwhelmed by the R, but all reports suggest the R2 (current tire) is very good - has hard crystals (sand?) in the tread. If you can use studs, hakka 7 would be excellent also. Even without studs it might be better than R. 225 is very wide for winter tires especially on 16" rims. Mine are 205 width. Summer should be wide, winter, narrow.
I don't know the details of those specific blizzaks, though iirc, they are a less aggressive one than the full on ones. More sporty/dry oriented you could say. Some of the blizzaks have much worse performance when somewhat worn (whereas Nokians not so much). I think it is due to 2 types of tread compound, and the first gets worn off afte ra couple of years.
