chances are you already have some minor perforation. Once they start to go, they go fast from the inside. I spray the area with rust check. WD40 probably is not a bad approximation, but may not last as long (it is so thin). The key is to find something that creeps + penetrates.
However, I bet if you remove the fender liner and the lower side cladding trim, you will discover a lot more rust than you might think. What you see is always the tip of the iceberg. I fixed mine with some POR and fibreglass mesh to cover the hole... Welding will work, but this was way cheaper and easier. Painting is the hard part. Good surface prep, and well matched paint are key, then you can polish out any blemish with 2000 grit and wax. Biggest problem with that is the car needs to be off the road for a couple days while things cure etc (jacked up with the wheel off, and tape and newsprint taped everywhere to mask + prevent overspray). Pretty easy though.
