1. Does the tach needle move? If not - CPS. If it does - proceed to #2.
2. Spray starting fluid into the intake snorkel while cranking the starter (works best with 2 people). If it catches - fuel pump. If it doesn't - DIC.
This works in 90% of the cases. Sometimes the tach needle does not move even with good CPS. Sometimes the problem is due to complete loss of compression (but the engine would sound different then). The starting radiator fans are not typical - so your problem may be something else. The light you describe are normal until the engine starts - but try to read the obd2 codes nevertheless.
