They can definitely wear- I had a noticeable groove worn in the metal- fingernail catches on the engine side. I helped a friend do his because the rubber balancer anti-vibration material failed- not the seal- and there was no groove. I would guess grime can get pulled between the rubber seal and the metal surface as the seal expands and contracts with crank pressure- doesn't take much but after 100,000 miles you may have noticeable wear. Thats why they sell a sleeve to slip on the balancer to restore the surface the seal rides on. No idea what the spec is though.
