Throttle Body controls speed and idle , it is a very sensitive group of electromagnets that also run the cruise control . The plate does get gunked up , and the springs can get tweaked . The multipin connector to the TB sometimes isn't 100% .
The internal wiring causes problems galore , and inside the black cover the insulation on the wires can corrode and create problems that your engine just amplifies .
To the best of my knowledge there are no tests or diagnostics to evaluate the Throttle Body , unless you are a bench technician .
In No Way am I suggesting that you throw $300 or more into a "blind shot", but I have never seen a car run worse with a new one . If the ECU is the brain of the car ...the Throttle Body is the lungs . Bad TB is like asthma .TB cleaner is like an inhaler for your car , the symptoms may go away .
Sometimes I have seen the O-ring missing , that one sometimes can be a $3 fix ! Good Luck !
