You need a tech II to adjust the idle speed. it can be set to whatever you like.
Fluctuating idle is usually caused by:
- bad TB throttle motor or throttle position sensor (neither are replaceable, you have to replace the TB)
- TB in limp home mode (not likely, you'd have the CEL on)
- Vacuum leak
But I'd say that you need to confirm your oil pressure with a mechanical gauge. In the video your idle looks ok, but the low oil pressure light pops on. Keep in mind that the oil pressure light is set to trigger at a very low oil pressure (IIRC it triggers ~6psi). If your oil pressure is *really* that low an idle speed adjustment is not the solution.
