I have done the J16 fix on my wife's 2003 Aero. As I rememberound it is the ground for the o2 sensors. The harness has 2 black ground wires that go from the sensor connectors all the way up to the ECU connector and get joined about 2 inches from the pin 3 on the ECU connector.

You have to lift the plastic shield under the windshield and above the ECU. Take out one plastic screw, pull it away from the windshield......do a search here on this.
unhook the ECU connector. J16 is really buried in the harness. You will have to cut some of the zip ties. The WIS says it is 20mm from the main computer bundle zip tie going into the ECU, Well the black wire from the ECU may be 20mm long, but you have to cut both zip ties to find the J16 crimp which is under the 2nd zip tie and almost in the middle back of the ECU connector.
The factory crimped the connection and used some type of potting compound and a sleeve. There seems to be some sort of galvanic reaction between the metals that eventually compromises the ground.
I cut mine out and soldered it and use shrink tubing as you can see in the photos. It has been fine for over 2 years.
