Trunk release on on key fob

I have a '06 95 2.3T sedan. Can the trunk release button on the key fobs be programmed to tow presses instead of one to open the trunk. I have a bike rack on the back of the car, and it is a PITA of the trunk opens while the rack is on the car. If not, what else is on the fuse controlling the trunk circuit?
