When the switch failed on mine, the entire seat got hot even if the switch was off or on low. A single spot is more likely to have something to do with the element, IMO.
The switch is simple enough to test -- if the other seat is behaving properly, simply swap the switches and see what happens. If the problem travels to the other seat, its a switch problem, if not, its probably the element.
