I should caveat my reply to state that I have not modified the settings in my ACC; they are factory setting.
Anders reply made me think -- there are ways to modify settings in Tech II and via the ACC panel. You may want to try the steps listed in the ACC section of that manual to clear any customized programs to see what that does, or ask someone with a Tech II to restore the ACC to its defaults. Perhaps a prior owner customized a cold weather setting?
EDIT: Also found this blurb in the manual for my car -- it illustrates a low fan speed in cold weather upon start up -- is this what you are experiencing??
Starting in cold weather
To start with, the system will automatically select the defroster setting, maximum heat and low fan speed.
As the engine warms up, air will also be distributed through the floor
vents and the fan speed will be increased.
As the temperature inside the car nears the selected value, both the
fan speed and the heat will be decreased to a level determined by
the system.
