Rear rotors, setting parking brake

How should the parking brake be adjusted when changing rotors? An indy gave me a tip to tighten the star-adjuster until you can't move the rotor and then back off two notches. That seemed too tight. So I tried setting the parking brake lever to the first click and then doing the lock and back off two notches. Now it seemed to lock by the third click of the lever (one wheel could still move by the time I mounted the wheel, but would lock up after a small rotation). WIS says it should lock at 2-3 clicks.
I'm not sure my setting is good enough after a test drive. The car will move if idling in D on three and maybe even four clicks. Eventually it locks. I can stop the car with the handbrake, but that's at low speed. I have to pull more than in the past.
Any better pointers? Is it setup correctly, but I need to adjust the cable tension from inside the center console?
Is there a brake spoon that makes turning the star-adjuster easier than using a screwdriver? Any specific suggestions for one that fits well?
