There is not battery for the chip that starts the engine, only for the remote portion locking the doors and setting alarm if you have the all-in-one key.
If you can't turn the tumbler in any way, then yes, you have to drill it out.
If you get the engine to start by mounting the chip on the antenna ring, you can probably drive like that until you get to a Saab mechanic and have your key mated at that time.
