That should be fine. Don't go overboard, the winter tires need to flex a little.
The manual states lowest but you can add more PSI with more passengers and weight in the car. Going 6 PSI over, when measured at room temperature, is perfectly acceptable by any standard. Check the wear of the tires after 3k miles.
